I. Organisation
Q.1 What is HKJCICM? What is its mission?
The Chief Executive of the HKSAR Government has set out his vision for Hong Kong to become a world centre for the development of health food and pharmaceuticals based on Chinese medicine. To put forward this policy vision, the Government has set up the Hong Kong Jockey Club Institute of Chinese Medicine Limited (HKJCICM) to steer, co-ordinate and strengthen the modernisation and further development of Chinese medicine. The HKJCICM is a subsidiary company of the Hong Kong Applied Science and Technology Research Institute Co. Ltd. (ASTRI). It has received a pledged donation of HK$500 million from the Hong Kong Jockey Club to support R&D projects and specific activities of the Institute.
The mission of HKJCICM is to "spearhead the development of Chinese medicine as a high value added industry for Hong Kong through the promotion and coordination of related activities and strategic support for scientific and evidence-based development programmes".

Q.2 What is the relationship of the Institute with the Hong Kong Jockey Club?
In support of the Chief Executive's vision and the Government's initiative, the Hong Kong Jockey Club (HKJC) Charities Trust has pledged to donate HK$500 million to support the research and development projects and specific tasks of the Institute. To acknowledge the generosity of the HKJC, the Institute is named as "Hong Kong Jockey Club Institute of Chinese Medicine Limited".
The capital and recurrent operational expenditures of the Institute are met by the Government through the ASTRI budget, and the HKJC donation will be dedicated entirely to R&D projects and specific tasks of the Institute.

Q.3 What does the scope of HKJCICM's business embrace?
The scope of our business embraces the following:
a) Funding R&D projects leveraging scientific and clinical expertise and available resources according to our programme directions;
b) Promoting the commercialisation of R&D outputs via licensing, spin-off, joint ventures with industry to effect technology transfer;
c) Promoting Chinese medicine among the research and business communities, government offices and public institutions in Hong Kong, Mainland and abroad;
d) Raising awareness and stimulating interests among our stakeholders via R&D projects, forum group discussions and other specific activities.

Q.4 What does HKJCICM's strategic approach embrace?
Our strategic approach embraces the following:
a) Advancement of Chinese medicine to broaden its knowledge base, enhance quality control and hence promote its rational use for health promotion, disease prevention, modulation or treatment;
b) Development of safe, high quality and effective Chinese medicine to solve unmet medical needs, improve quality of life or use as an adjunct to modern medicine;
c) International collaboration and promotion of Chinese medicine through, for example, co-funding of R&D projects, dissemination of information supporting scientific and industry development, and commercialisation of R&D outputs.

Q.6 How would applicants know that their project ideas will meet HKJCICM's funding requirements?
HKJCICM will solicit R&D projects and specific activities according to the following related programme directions:
a) Development of products based on Chinese medicine to proof of principle fulfilling international regulatory requirements for safety, quality and efficacy;
b) Scientific investigation, validation and quality control of Chinese medicine;
c) Chinese medicine information exchange supporting scientific and industry development.

Yes. We would need the information for project assessment.

Q.8 Does HKJCICM set limit to funding magnitude and project duration?
No. The funding magnitude and project duration would depend on the nature and scope of the project. HKJCICM and our technical advisors would appraise the quality and reasonableness of the project plan and the budget.

Q.9 How does HKJCICM source good quality projects?
Our Management Team will implement activities and effectively source worthy projects through the following channels:
a) Project solicitation, collaboration and funding / co-funding opportunities with Hong Kong, Mainland and international authorities, reputable funding agencies or public institutions. We are prepared to fund, on a competitive basis, the full-time engagement of lead scientists or investigators and teams with good research ideas and demonstrable research and project management track record. We aim to attract high-calibre clinicians and scientists to work together as consortium teams on projects leading to the advancement of the Chinese medicine industry.
b) Commissioning of projects by way of tendering or targeting based on the nature of projects and the skill set required.

B. Vetting & Assessment Procedures
Q.10 What is project vetting & assessment procedure? How long does it take?
Assessment will go through three stages summarised as follows:
1) Study Stage by the HKJCICM Secretariat
2) Technical assessment by members of TAP and/or other qualified technical experts
3) Final funding approval decision by HKJCICM

Duration of project vetting and assessment would vary according to the project nature and the completeness of information submitted.

Q.12 Who are HKJCICM's technical advisors?

Q.13 How will HKJCICM deal with conflict of interest issue during project assessment?
To avoid potential conflict of interests, all members of the Board, SAP and TAP, and other qualified technical experts who are directly or indirectly related to any proposal will be required to refrain from any forms of assessment and discussion of that proposal.
Advisors will also require to declare, in writing, any potential conflict of interests before conducting the project assessment.

III. Funding
Q.15 Who are eligible funding recipient organisations?
All projects are expected to have Hong Kong components. The principal funding recipient organisations are expected to be a company incorporated in Hong Kong under Companies Ordinance (Cap. 32) and have substantial connection to Hong Kong OR a body corporate incorporated in Hong Kong under other ordinances of the Hong Kong Special Administrative Region, unless otherwise approved by HKJCICM's Board of Directors.
A company which has substantial connection to Hong Kong means that it must have a significant proportion of its research, design, development, production, management or general business activities located in Hong Kong.

Q.16 Will HKJCICM fund patent application?
Yes. We are prepared to fund the patent application of intellectual properties generated from projects.

Q.17 How will HKJCICM funds be disbursed?
Disbursement of HKJCICM funds will be effected by payments on reimbursement basis, unless approved by HKJCICM. Unless circumstances justify otherwise, payments of HKJCICM fund will take into account the approved funding schedules, key tasks or milestones for the period and the actual work carried out during the period.

Q.20 Who owns the title of equipment?
The title of equipment shall vest in and remain with HKJCICM. Upon completion of the project or termination of the project agreement, HKJCICM reserves the right to remove such equipment. The recipient organisation is required to make available for removal such equipment in which HKJCICM retains title, upon HKJCICM's request.
The recipient organisation will have the right to use the equipment whenever the latter is physically with them. The maintenance of equipment and the risk in them (e.g. loss, damages, liabilities, etc.) will vest in and remain with the recipient organisation upon procurement of the equipment to the point that they are physically removed from the recipient organisation.
Q.21 How will HKJCICM provide funding or loans to assist companies to register their products and or to undertake stability testing or to establish and upgrade production facilities and laboratories?
Such business proposition falls outside the current scope of HKJCICM.
Q.22 What is the procedure for the funding of R & D projects?
We plans, orchestrates effort, funds R & D and co-ordinates development to advance the modernization and internationalization of Chinese medicine. IV. Commercialisation
Q.23 How does HKJCICM approach commercialisation?
Our general policy on IP and commercialisation arrangements takes into account the nature of projects, HKJCICM and partners' contribution of funds and intellects, negotiating on a case-by-case basis and subject to the Board of Directors' approval. We will adopt a proactive IP policy that aims to obtain registrable intellectual property wherever feasible. We will also build up resources to support commercialisation of R&D outputs.

Q.24 When and how does HKJCICM disseminate project-related information?
Depending on the nature of projects, HKJCICM and funding recipient organisations will work out mutually acceptable plan and means to disseminate project activities, information and deliverables.

Q.25 To what extent could HKJCICM make available and provide chemical markers to support quality control (QC) of CM?
HKJCICM will support this area. A research-industry proposal on “Development and Production of Chemical Markers for Quality Control of CM” is under planning.

Given the complex nature of Chinese Medicine, HKJCICM adopts a “tool-box” approach for quality control of CM.
