Headed by Dr Edmund Lee, the team consists of experienced executives in key areas important for the future growth of HKJCICM.

Dr Edmund Lee Tak-yue
PhD, MBA, FRSA, FHKIoD, FCMI, FIBiol

Dr Edmund Lee has about 20 years of experience across strategic planning, corporate and resource management, R&D, technology operations and project management gained from the public and private sectors.

Dr Lee has held various R&D and management positions in the pharmaceutical industry in the UK. He was Group Leader at British Biotech Pharmaceuticals (now Vernalis after the merger of British Biotech and Vernalis Group) and Group Manager at Medeva Pharma (acquired by Celltech which became fully integrated into UCB). He specialised in biopharmaceutical product development, fermentation, cell culture-based bioprocess and clinical trial manufacture of products across vaccines, chemokines and antithrombotics in various stages of development from CTX, IND through Phase III to pre-market regulatory inspection. Over the years he has gained a wealth of experience in technology management and transfer, cGMP, bioprocess development, production facility operations and quality related and regulatory disciplines.

Dr Lee then joined the new Innovation and Technology Commission (formerly the Industry Department) of the Hong Kong Special Administrative Region Government as Senior Biotechnology Officer, advising the Commissioner for Innovation and Technology on strategic matters related to the development of biotechnology and Chinese medicine. He also served as Secretary of the Biotechnology and Environment Projects Vetting Committees. During his tenure, Dr Lee had championed two new funding solicitation themes on “Applied Genomics" and “Biosensor Technologies", setting directions for the biotechnology and biomedical development in Hong Kong.

Dr Lee holds a Bachelor of Science degree in Microbiology and Doctor of Philosophy degree in biotechnology (financed by an Overseas Research Award) from King's College, University of London; a Master of Business Administration degree from Warwick Business School (fully sponsored by British Biotech Pharmaceuticals); and a Postgraduate Certificate in Chinese Medicine from University of Hong Kong. He has also completed the Directors College Executive Program in Law, Economy and Business (Corporate Governance) of Stanford Law School, Stanford University, USA; the Professional Diploma programme in Corporate Governance and Directorship of the Hong Kong Institute of Directors; and the corporate programme in Leadership and Change of the Business School of the Hong Kong University of Science and Technology.

Dr Lee is member of the Chinese Medicine Working Party of the Mainland-Hong Kong Technology Collaboration Committee set up between the Mainland and HKSAR Governments, director of  the Chinese Medicine Technology Cooperation Centre between Mainland China, Hong Kong, Macau and Taiwan, member of the Chinese Medicine Committee of Hospital Authority, and Innovation and Technology Advisory Committee of the Hong Kong Trade and Development Council. Formerly, he was member of the Government's Admission of Talents Scheme and Biotechnology Projects Vetting Committee.

Dr Lee currently holds the European Professional Biologist and Chartered Biologist status. He is a Fellow of the Royal Society for the encouragement of Arts, Manufactures and Commerce, Hong Kong Institute of Directors, Chartered Management Institute, Institute of Biology and the Hong Kong Biotechnology Industry Association. Dr Lee is also a member of the Corporate Governance Committee of the Hong Kong Institute of Directors, a Founding Director of the Rotary Club of Hong Kong Financial Centre, Chairman of the Chartered Management Institute (Hong Kong Branch) and a member of the Institute of Directors in the UK.

Dr. Xu Hong Xi obtained his Ph.D degree in Pharmaceutical Sciences from Toyama Medical and Pharmaceutical University in Japan in 1994. After graduation, he was recruited by several famous research institutes in Singapore, Canada and Hong Kong. As the Scientific Officer and R&D manager in the Chinese University of Hong Kong in 1998, Dr. Xu led several R&D groups in the areas of antiviral, antioxidant and nitric oxide-promotion pharmacology and phytochemistry.

In addition to research and management, Dr Xu also has extensive experience in the CM natural products industry. He was the Board of Director at Shanghai Hutchison Pharmaceuticals Ltd and R&D Director, the Deputy General Manager of Hutchison Whampoa (China) Ltd. He helped master-minded that company's entry into the herbal industry and joint ventures with top manufacturers in China. Through such activities, he gained much experience in strategic corporate decision, finance, and management.

Dr. Xu has been playing an active role in the global CM natural products community. His international leadership positions included: the Consultant of Chamber of Chinese Herbal Medicines of Canada, the Founder and Board of Director of Modern Chinese Medicine International Association, the Co-Chairman of ICMCM 2006 and 2007, the Invited Speaker of many international conferences held in Japan, Korea, USA, Europe and China, the peer review and panel review expert of The National Natural Science Foundation of China, the Panel Member of CM experts for registration of proprietary Chinese medicines, the CM Council of Hong Kong, the associate editor of Chinese Medicine, and the Editor of many professional journals.

Dr. Xu has published more than 100 peer-reviewed scientific articles. He also has five patents on natural products.

Dr. Xu joined HKJCICM in 2001. As the Deputy Director and Director of CMED laboratory, he is responsible for overseeing the project management, business affairs and funding administration functions of the overall R&D portfolio and directs the CMED Laboratory which specializes in pharmacognosy, phytochemistry and quality control of Chinese medicine. He has also completed the corporate programme in Leadership and Change organised by the Business School of the Hong Kong University of Science and Technology.

Mr Chu has over ten years commercial experience encompassing various fields including IT, banking, healthcare and the Chinese medicine investment and retail industries. He obtained his B.Eng.(Hon) degree (Computer Engineering) at the Chinese University of Hong Kong and his MBA degree (Finance) at the Hong Kong University of Science & Technology. He also obtained an exchange student award to study in the University of Washington, Seattle during his MBA programme.

Prior to taking up his present position, Mr Chu had spent several years in Calyon (formerly Credit Lyonnais Merchant Bank), one of the biggest European investment banks, as Assistant Vice President working on China infrastructure project financing and advisory. During that time, he had actively involved in advising and arranging a US$ 75 million project financing for a French-Japanese consortium to construct the first water plant project developed through the Build Operate Transfer (BOT) mode in China (the transaction had been voted as "Project Financing Deal of the Year 1999" by Asiamoney and FIA). He has also developed vast experience in IPO, direct investment, business planning and development, as well as contract negotiations through engaging in various projects in different companies, including Hutchison Whampoa (China) Limited, where he played a key role in developing a number of Chinese medicine investments and joint ventures in Shanghai and the UK, which include, among others, establishment of the first wholly foreign owned Chinese medicine R&D center in Shanghai. Mr Chu had also worked as Chief Business Development Officer of a local herbal based health food and beverage retail chain, where he had successfully negotiated and completed a business transaction with Coca Cola including the sale of the retail chain bottle drink business and establishment of an alliance with Coca Cola on health drink R&D and brand cooperation.

Mr Chu is a Chartered Financial Analyst (CFA) and a member of the Hong Kong Society of Financial Analyst and the CFA Institute in the US. Mr. Chu currently serves as the Vice Chairman of the Industry Liaison Committee of the Licensing Executive Society China Hong Kong Sub-Chapter.

As part of the executive management team, Mr Chu works closely with the Executive Director on formulating business strategies and plans for HKJCICM; and is in charge of business planning and developments of the institute.
