Shenzhen-Hong Kong Innovation Circle
- An International Science and Technology Hub

On 21 May 2007, the governments of Shenzhen and Hong Kong signed a cooperation agreement on ‘Shenzhen/Hong Kong Innovation Circle’ with an aim to strengthen the cooperation between Shenzhen and Hong Kong in areas of commerce and trade, science and technology and other economic sectors.

The Birth of Productivity (Shenzhen) Consulting Company Limited
Following the signing of a cooperation agreement on ‘Shenzhen/Hong Kong Innovation Circle’ by the governments of Shenzhen and Hong Kong on 21 May, the Hong Kong Productivity Council (HKPC) announced on 12 June the incorporation of Productivity (Shenzhen) Consulting Company Limited in partnership with the Shenzhen Productivity Promotion Center. According to the HKPC, the newly established Company has three major missions: 1) promoting cooperation between Shenzhen and Hong Kong in science and technologies as to build up the Shenzhen/Hong Kong Innovation Circle; 2) promoting the support services of the HKPC to industries in the two cities; 3) assisting enterprises in the development of innovative products and technologies and promoting industrial upgrading and transformation in Shenzhen and Hong Kong. In the future, the Company will initiate a series of projects, including organizing exhibitions and promotional activities on Hong Kong’s hi-tech achievement and professional services, holding of business-matching sessions, thematic studies and international conferences. Particularly noteworthy is the Company intention to become a platform that helps research institutes including the HKJCICM eNews: , the Hong Kong Automotive Parts and Accessory Systems R&D Centre , the Hong Kong Information and Telecommunication Technologies R&D Centre, the Hong Kong R&D Centre for Logistics and Supply Chain Management Enabling Technologies, the Nanotechnology & Advanced Materials R&D Centre and the Hong Kong Research Institute of Textiles and Apparel to promote and commercialize their R&D deliverables.

The Signing of A Cooperation Agreement on Shenzhen/Hong Kong Innovation Circle
On 23 May 2007, the Third Summit on the Shenzhen/Hong Kong Innovation Circle convened at the Shenzhen Exhibition and Convention Center. The Summit was jointly organized by the Innovation and Technology Commission (ITC) in Hong Kong and Shenzhen Bureau of Science, Technology & Information. A total of 300 delegates including senior officials from the Hong Kong and Macau Affairs Office of the State Council, the Hong Kong SAR Government and the Shenzhen Municipal Government, representatives from six R&D centers in Hong Kong, universities and other research institutes in Shenzhen and Hong Kong as well as those from various industries attended the Summit.

On the same day, the governments of Shenzhen and Hong Kong signed a cooperation agreement on Shenzhen/Hong Kong Innovation Circle with an aim to strengthen the cooperation between Shenzhen and Hong Kong in areas of commerce and trade, science and technology and other segments. The two governments would set up respective Steering Committee on Innovation and Technology to discuss, through regular conferences, how to promote joint technological projects between the two cities such as exchange of talents, joint research projects and collaborative laboratories and to encourage the across-region teamwork among the universities and research institutes. The signing of the agreement symbolized that the cooperation between Shenzhen and Hong Kong had transcended to areas with greater sophistication and depth. Through the cooperation agreement, bilateral collaboration in science and technologies would be promoted to create mutual benefits and win-win scenario.

At the Summit, guest speakers including Anthony Wong Commissioner for Innovation and Technology; Xie Weimin, Deputy Director, the Department of Exchange and Cooperation of the Hong Kong and Macau Affairs Office of the State Council; Liu Zhongpu, Director of Shenzhen Bureau of Science, Technology & Information; Wilson Fung, Executive Director of the Hong Kong Productivity Council; Professor David Tong, Academician of the Chinese Academy of Science; Chen Qingquan, Academician of the Chinese Academy of Engineering; Lu Wei, Director, the Research Department on Technologies and Economics of the Development Research Center of State Council spoke on topics concerning the building of the Shenzhen/Hong Kong Innovation Circle. They all agreed that the Shenzhen/Hong Kong Innovation Circle would become a pilot area for the national proprietary innovation strategy, and should build it into an international hub for scientific activities with its innovative advantages that were upgraded from regional industrial strengths.
