China : Traditional Chinese Medicine
Innovation and Development Plan (2006 - 2020)

A total of 16 government authorities, including the Ministry of Science and Technology (MOST), the Ministry of Health (MOH), the State Administration of Traditional Chinese Medicine (SATCM) and the State Food and Drug Administration (SFDA) of the People’s Republic of China jointly announced at the end of March this year the implementation of the Outline of Traditional Chinese Medicine Innovation and Development Plan (2006 - 2020). This is a significant move by the Chinese Government to promote traditional Chinese medicine development in full scale, with the aim of enhancing traditional Chinese medicine innovation and healthy growth of Chinese medicine industry.

As mentioned in the Outline newly put forward, from now on to 2020, the overall goals of traditional Chinese medicine innovation and development include: (1) supporting Chinese medicine modernization through technology innovation, continuously raising the contribution made by traditional Chinese medicines to the Chinese economy and social development, consolidating and strengthening China’s advantageous position in the traditional medical field; (2) breaking through the key obstacles in Chinese medicine inheritance, medical and life science innovation and development, to bring Chinese technology to the world; (3) fostering the complementation and integration of Chinese and Western medicines to lay the foundation for the new medical science with characteristics of Chinese medicine; (4) applying global technology resources to facilitate Chinese medicine globalization , thereby promoting the elite Chinese culture and making new contributions to the work on health care.

In order to enhance the ability in innovating and developing traditional Chinese medicines, the system for disease prevention, life nourishment and health care, and diagnostic and therapeutic techniques in Chinese medicine should be perfected; the system for Chinese medicine industry should be modernized, the world-recognized standardizing system for Chinese medicines should be established; the theories of Chinese medical system should be further developed; the technology innovation system in compliance with Chinese medicine characteristics should be constructed and the networking system for international technology cooperation should be formed. As expressed by Wu Zhen, deputy director of the SFDA, to implement the newly issued outline, the authority will devote its effort in perfecting registration regulations in order to incorporate the unique features of Chinese medicine, accelerating the revision of Traditional Chinese Medicine Varieties Protection Ordinance, steadily promoting the standardized management of Chinese herbal medicines, strengthening the adverse drug reaction monitoring system for Chinese medicines, and accelerating the implementation of Chinese medicine technology standards and research projects on regulatory system.
